U.S. Army Training and Doctrine Command is Hiring a Human Resources Specialist (Information Systems/Military) Near Fort Huachuca, AZ

Duties

  • Serve as the HR Specialist for the Integrated Personnel and Pay System – Army (IPPS-A) system utilizing Human Resources (HR) and Information Management skills.
  • Serve as the IPPS-A Command HR Specialist and Subject Matter Expert for the Integrated Personnel and Pay System – Army (IPPS-A) implementation for the command.
  • Execute and manage all tasks/requirements of IPPS-A Deployment and New Equipment Training requirements of IPPS-A implementation throughout the command.
  • Coordinate efforts with acquiring/identifying necessary resources required in order to execute MILPAY Training, IPPS-A New Equipment Training, and New Material In-Briefs (HQDA site visits) of the installation for Senior Commanders.
  • Prepare and consolidate reports, crosschecks, and packages information to provide/inform chain of command with relevant data and feedback and recommendations.
  • Provide all necessary support as required in order for the organization to meet program readiness standards/parameters and achieves all objectives.
  • Perform strategic planning and execution of programs, procedures, and activities required to implement IPPS-A.
  • Advise Senior Commanders, Managers/Leaders, Soldiers, and Department of the Army (DA) Civilian Military Human Resources Professionals/employees on IPPS-A providing functional guidance and application of regulations.
  • Establish and execute the functional operations of IPPS-A including workflow, management control, queries, roles, permissions, help desk, and training administrator of the command.
  • Develop and/or revise ACOM/COE/MSC internal administrative plans, policies, procedures, task orders, guidelines and standards to coincide with new business processes of IPPS-A.
  • Develop and/or revise ACOM/COE/MSC internal administrative plans, policies, procedures, task orders, guidelines and standards to coincide with new business processes of IPPS-A.
  • Support internal and external efforts to influence the development, deployment, and implementation of IPPS-A and MILPAY Training.
  • Coordinate with Installation Military Personnel Divisions and military human resources personnel at subordinate units to support planning efforts involved in IPPS-A implementation and deployment.
  • Assist with operational and administrative requirements, training enrollment and schedules, strategic communications, planning and deployment of IPPS-A to include functional support and testing as directed.
  • Plan, coordinate, and conduct comprehensive reviews of missions, functions, organizations, work processes, methods and procedures, and other related criteria in order to determine appropriate manpower for the command.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as performing a combination of all of the following: applying a wide range of military human resources principles, concepts, regulations and procedures to provide advice and guidance on military personnel management; utilizing military personnel information systems and databases to collect, process and update military human resource related data; and coordinating and advising on military finance actions. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
